Lecture: People on War

How do people affected by war think about warfare? Which ground rules should there be according to them, and in which situations are exceptions allowed? The International Committee of the Red Cross (ICRC) examined this in the extensive survey People on War. More than 17.000 people living in 16 countries worldwide were questioned about important war issues, such as civilian casualties, torture and the attacks on health facilities and monuments. We discuss the results with Thomas Hallier, Operations Coordinator voor Europa & Centraal Azië bij ICRC.

About People on War

People on War is the largest survey of its kind ever carried out by the ICRC. The results should help to find ways to protect civilians better in times of armed conflict. and to allow their voices to be amplified and heard in the councils of nations. Most respondent are from countries in war, such as Iraq, South-Sudan and Somalia, but the survey is also conducted in the  countries that are permanent members of the UN Security Council (China, France, Russia, the United Kingdom and the United States of America) and in Switzerland).

The Netherlands Red Cross also carried out a similar survey in November. What do people in the Netherlands know about the Geneva Conventions? Would they like to see more or less political intervention from the international community to help stop violations of war?

About the speakers

Thomas Hallier is Operations Coordinator for Europe & Central Asia at the ICRC.

Thomas Hallier is the ICRC Operations Coordinator for Europe and Central Asia following, among others, The Netherlands. Since joining the ICRC in 2010, his missions as Delegate, Head of Office and Head of Mission led him to Uzbekistan, Farah and Qala-e-Naw in Afghanistan, Nagorny Karabakh and Tajikistan.  Before joining the ICRC, he worked as project executive for the business consultancy firm Capgemini. Born and raised in France on the shores of Brittany, Thomas is an alumnus of the Paris Institute of Political Science, Columbia University in New York and Paris Panthéon-Assas Faculty of Law with Masters Degrees in International and Public Affairs and in International Human Rights Law and International Humanitarian Law.
