World Disaster Report 2013

New technology improves humanitarian assistance. Governments, emergency services and aid organisations could and should make more use of technological innovation in humanitarian aid. Technology helps in better mapping needs and may improve assistance, states the International Red Cross in its World Disaster Report 2013.

Humanitarian aid increasingly relies on new information and communication technology, for example when looking at reducing risks in the event of a disaster, emergency or reconstruction. It has now become possible, to name but an example, for civilians to work together with (semi) professionals in case of an incident with a large number of casualties. Civilian relief workers are generally able to quickly send through valuable information about the assistance needed. Additionally, the Red Cross has gained experience with early-warning systems in case of disasters. Thanks to the availability of technology, covering the ‘last mile’ when trying to reach the most vulnerable groups has become easier. The question remains, however, whether the Netherlands and the Dutch government are ready.

About the speakers

During the presentation of the Report in the Humanity House one of its authors, Phuong Pham of Harvard University, will explain the outcomes of the use of new technologies. Dr. Bartel Van de Walle and Kenny Meesters (Department Information Management of the Tilburg University) will highlight the Dutch humanitarian practice, and talk about ways it could be improved by technological developments. The Netherlands Red Cross (Kim Anema) will go into relief assistance 2.0 and its potential.”
